That's not the only part, but a big part of it for sure. For Timberlake even songwise is hard for me to rank him so high, I haven't listened to all of his songs, but from the singles I like only 2 or 3 of them. As a term of comparison and to say that even though sales are a big part, but not everything when ranking an artist, I can cite both System of a Down and Avril Lavigne, artists that have sold exactly the same 40 million records, but I can't like System of a Down (apart from Chop Suey! song) while Avril is now my 2nd favorite artist only behind Linkin Park, one of the most consistent artists I know of, even her worst album is very good in terms of instruments, on that one I think her voice and lyrics are the negative point for being too childish, but she bounced back perfectly with her best album to date right after her least impressive one. She also has a lot of classic songs like Complicated, Sk8er Boi, When You're Gone, Wish You Were Here, What The Hell, My Happy Ending, Nobody's Home, Let Me Go, Rock N Roll, Keep Holding On and I'm With You (and also Girlfriend and Hello Kitty, but those ones are not good songs) while SOAD have only 5 or 6 big hits.
No, what you mentioned has NOTHING to do with top 10 lists I guess Justin Bieber should be on everyone's top 10 list then :
No way that could be possible, none of his "songs" are good as to me. He's successful only because his "songs" are catchy as hell, nothing else, just some bland catchy things he calls songs and for being catchy he can appeal to a very wide audience and get them to buy his singles (as to albums is a different story he's sold as many as artists like Avril Lavigne, Korn and some others, 40 MIllion if I'm not mistaken, many other artists have sold more than that). But all that talk of making comparisons as I made and telling that one artist is better than other one and giving reasons why is and will always be kinda pointless because it has to do with the way a person sees music, which genres and kind of music a person likes best. Music will always be one of the most subjective topics to deal with. So I accept and respect that Justin Timberlake can be called a top 10 artist of all time, but have to disagree considering the way I approach music.
He's not for everyone but that doesn't mean he has no business making music. He's good at what he does, at least.
I might not be the only one to not like SOAD, but it's not that I hate them, at least from the songs I've heard at least 2 were good.

I'm surprised for not seeing Avril Lavigne on that list. Other than that RHCP is a good choice, Ed Sheeran is acceptable, Linkin Park for sure and all the others I've heard of but don't know much of their work. I don't know if I can make a list with 10 names, though.
Avril Lavigne isn't even close to the top 10. She's in my top 10 for Pop Punk but overall there's a lot of better artists out there. Doesn't help that she has 1 and 1/2 bad albums to her name with only 5 albums.
I'd say her bad album, which is The Best Damn Thing is 60 to 70% bad, but she compensates that very well on the other 4.
She compensates very well with Goodbye Lula bye but then she just took another step back with the album after that.
I really like that album to be honest, only Hello Kitty was a bad song, Sippin' In Sunshine isn't great, but at least it's an ok one. All the others are great.

I just mentioned her as a comparison to SOAD to say that one artist that sells same as the other is much better so sales are no decisive when listing the best artists and the discussion went a bit too far from there so I could create a thread about it.
