It does make sense when you think of it like this: I have no money whatsoever, but I have a high ranking government accountant to help me out. He puts down on an "official" document that I have money, and so it's on paper that I have money, even though I don't really have money. Also, did any third parties investigate this claim? If an unbiased source hasn't investigated, than anything on paper is true.
