well.. if ur in the underground u can get selected.. i dont think they have anymore openings tho.. cuz they do have limited amount of supplies n stuff..
By Street Soldiers, i'm guessing you mean the Official Street Team. You can't get into the Official Street Team anymore, they opened it up for applications before Meteora came out but they closed it again. They won't be accepting anymore people for a long time, if ever. Right now there is about 5,000 people on the street team, its pretty filled up. (and i'm not talking about the Online Street Team, you can join that whenever)
We can't really say how to get on it, or i won't say it b/c i don't want to get kicked off lol, but if you want to be a part of it, just be good LP fans and support the band and maybe just maybe ull get in
