It changed the course of where the ball was going though and it stopped a goal, and penalties are given for that. Generally players are able to keep their arms out of positions where that's going to happen when they're blocking, otherwise this would probably happen a lot more often.
Yeah penalty was ok, but a red car was too much. It's obvious he didn't do it intentionally, he was even pulling his arm back to the body and trying to hit it with his shoulder.
