Pitchshifting is moving the pitch around to give a high then low pitch effect and panning is going from ear to ear at any speed

Yes, it's Chester saying "Sometimes I" in a higher octave. It's the same style Jonathan Davis uses in his songs. He even does it on 1stp Klosr. And when Linkin Park perform One Step Closer live from now on, Chester does the Jonathan Davis part and Mike backs him up singing it an octave higher.
