It has nothing to do with sudoku, at all. "Sudo" is a command in Unix programming to grant superuser access. http://en.wikipedia.org/wiki/Sudo

I think it's one word. Not three. We just have to unscramble them. (I think.)

I think you meant "BID" but I think you're on the right track, wrong cipher.
I'll just share with you guys what I have and stop being greedy.

When I read "5. 4. Cipher." I immediately took this to be a (5,4) affine cipher, which works in the following way for alphabetic encryption:
Ax + B (mod 26), so in this case you would take each number x and perform 5x + 4 (mod 26) for ENCRYPTION.

Now I solved it in a few different ways. First using (5,4) for encryption, then using (5,4) for decryption, and then using (21,4) for decryption (you use the inverse of A for decryption).

    Here are the results, respectively:

    L R Z E _ A M _ U H _ E F _ E _

    N T B G _ C O _ W J _ G H _ G _

    N H Z U _ Y M _ E R _ U T _ U _

My attention immediately went to the first one. If three of the next numbers solve to "A" "O" and "N" then a rearrangement of it would yield: AMAZONURLxxxxxxx.
I know it's a little convoluted, and I also didn't take into account the first number from those number sequences. I guess we'll wait and see what the next few numbers are.
I'd need 20, 2, and 7 to appear for this to be right/on the right track.

By the time we get the next piece(9 hours) we should have been able to guess on everything that has LIVING in it.
