When does it pop up? Does it pop up at startup? If so: Start > Run > msconfig > Startup tab > uncheck anything suspicious > OK [note: do not touch any of the other tabs]
I'd go with this. It should work. Should. Don't get Firefox. I have Firefox. Don't get me wrong, it's a nice little browser. But it has one massive downfall... It doesn't know almost any CSS commands. So if you have a webpage with a large amount of CSS. You're just gonna get white space. Which annoys me thoroughly.

Only way to reinstall IE is to reinstall Windows. Go microsoft! Firefox renders CSS fine for me. Perhaps its crappy web developers who know nothing using invalid CSS code that IE lets them get away with

Yeah, the CSS that Firefox DOESN'T recognize is wrong. Firefox is the most web-compliant browser there is. Like Todd said, IE lets too many devs get away with fake code. Like, for example: {background-color: none;} when it should really be: {background-color: transparent;} IE is actually out of date with CSS as well. It uses CSS1 even though CSS2 is out. They believe CSS2 is flawed.
u can uninstall IE, but im not sure you would go about reinstalling it. maybe microsoft's website will allow you to download it again. if not IE7 is supposedly coming out soon.
Erm, you cant uninstall IE. Its a part of the OS. The best you can do is use a better browser like Firefox
i thought you could remove it as an component of windows by going into disk clean up
It gives you the impression of uninstalling it. But it's a core component of the OS. If I remember correctly, Windows Explorer IS IE.
