Maynard James Keenan is my favourite and who I think is technically one of the best. Has a distinct voice, not afraid to experiment with effects, has control & fantastic range:
    Ticks & Leeches
    Indigo Children
    Rosetta Stoned
    The Pot
    Potions

    Also,
Mikael Akerfeldt of Opeth has a beautiful clean singing voice but can roar like a demon too.
    The Lotus Eater
    Benighted
    Bleak
    Ghost Of Perdition

Honourable mentions: Chester, James Hetfield, Robert Plant, Rory Gallagher, Christy Moore, Layne Staley & Will DuVall.

This thread has gone on far too long without Claudio Sanchez (Coheed and Cambria) the guy is fucking unreal.

Also, all the girls of Eisley, Rodi Walker (Protest the Hero), Layne Staley (Alice in Chains), Hayley Williams (Paramore), and Daryl Palumbo (Glassjaw, Head Automatica)

And I'm gonna rattle the cage a little bit and say if you're a grunge singer you don't get to play in the "best vocalists" list. I don't care what notes you can hit (or shriek like you're dying if you're Chris Cornell) if you can't enunciate you're out.

I was going to make an edit pointing that out but I figured I'd let someone else and then respond. I can generally understand him and he enunciated pretty well. I'm not incredibly familiar with Alice in Chains but from what I have heard I know the guy's incredible. He slips through the cracks as far as my dislike of grunge.

It's funny that you should say that last part after including Daryl Palumbo earlier :p and for the record I am actually a fan of him and his bands.

He does have his loopy moments but for the most part he sounds pretty good, at least I think. I'm talking about like full on Kurt Cobain mumbling and grunting when I talk about not enunciating.

I mean, whether or not it's intentional he doesn't exactly have the most orthodox enunciation himself, and he does plenty of shrieking as well. When you look at it like that I don't think there's a massive difference between the two. It comes down to personal preference I suppose.
