how come it wasn't on hybrid theory ep, was it finished in time or what tell me info on it please B)

 

The band had finished recording it in 1999 but strangely decided not to include it in HTEP

 

I reckon they didn't put it in because it's a bit too similiar to Step Up.

How is dedicating something to the kids introducing LP?

IMO Step Up and Dedicated sound hardly anything like each other
