There's no longer the section to enter your email to try and prevent duplicate votes. Was that purposely left out or was it forgotten?
You have to sign into a Google account to participate now. This helps with cutting down on the duplicates. I had to do a lot of manual work deleting duplicate entries the first time around, and people were throwing in fake emails anyways.
