It's a test forum to test your signatures, or test BB code if you're unfamiliar with how to use certain things. Posts made there don't count towards post count.
I used it for my music. We should open up a "Mixing Lab" or "Producers" section. I would shit my pants if we had that as opposed to stuffing our threads in the Other Music forum where they would get lost and unrecognized.

Usually someone posts a thread named "test" then the next person comes in and says "testicles" It's all good fun
They do? There's been, like, a total of 40+ threads in there over the last 5 or so years. And half of them are by people who have no idea what the purpose of the forum is!
