Wow, that's the first time i've heard someone who's asked how to open a .rar file. I thought they were so common that everyone knew... Yeah, WinRar does a great job, I use it.
Apparently a new problem has arise for .Rar files, it seems as though virus writers are now usinging these .rar to avoid anti virus programs from detecting. http://www.eweek.com/article2/0,1759,1756636,00.asp
I got a virus like that when I downloaded the Half Life 2 source code. What they do is split the .rar into like 15 files, when you compile them it makes a self extracting exe. In the header of the self-extracting exe, it replaces about a hole bunch of shit in your windows directory so that a hacking group can remotely control you from IRC.
