First half is about blacking out in pure raaaaaage. Everything from "Floating down..." could be put in context of the a-bomb explosion.
"Blackout" is Chester being all "Fuck you I'm so mad right now you asshole," and Mike coming in with, "Chaz, calm down bro, let's just float our way out of here," and so they do. Pretty simple if you ask me.
I think of it as Chester being a timebomb and ready to explode, then when he does. He just floating down from the aftermath.
I think it's about a guy who was eating ice cream (the cheap synth keys are ice cream trucks), but then it starts to melt so he gets pissed. He licks it and then the whole top falls off so he gets even more pissed with a double length chorus. The digital breakdown is when he starts crying like a little kid because the truck refused to give him a refund. The ending section is the driver telling him to "calm down" (come down).
I think it's related to how the 'elites' (If you're familiar with Illuminati terms) lie to the people, constantly oppress them and keep them dumbed down and in every form of bondage imaginable. The song is like some sort of rebellion anthem, telling the people to rise up and destroy the tyranny. The last verse is like a call to the already defeated tyrants to give back to the people what they've stolen from them and to ''get off their high horses''. Just my two cents.
