That's not a Windows error, so I'm guessing it's from whatever torrent program you were using... whatever it is, its from an application
Download Process Explorer, it's a Sysinternals/Microsoft product. Then when you open the program, on the top toolbar, there's a circular arrow type thingy -- I dunno, beside the binoculars. Anyway, click and drag it over the error window, and then Process Explorer will tell you which process it's from, which you can tell us then.
Try uninstalling Nero. I got this error almost anytime I viewed a folder with video files in it when Nero was installed...
