Could someone explain to me how one would tune a guitar down one step?

 

You tune all the chords down one step.

 

Yeah, how? What is one step?

 

One step is tuned to DBCFAD instead of EADGBE. It's basicly tuning it down to drop D, then tuning the rest of the guitar as standard from that D, if you know how to do that.

 

Like, say your bottom E string. Tune it half step down, I believe that's D#, another half step would be D

 

I can get it into drop D, but i don't know what to do from there. Can i do it with my tuner?

 

Yeah. Just tune it two notes lower than it's meant to be. (i,e E becomes D, A becomes G etc.)
