Imagine the look on the guy's face if he ever heard the song and ever found out that it was him that they had recorded.
Don't know if he would be flattered for the fact they used his voice for the song or embarrassed being caught out selling unofficial stuff from the band that he was trying to rip off.

Even though the speech is what it is, I still don't think the song is about bootleggers at all. I think the tone of the speech fit the darkness of the song, therefore, they used it.
