Weird Shoutbox Problem.

Frequently when there is a shout in the shoutbox the latest shout moves under older shouts. It's a very jittery like occurrence and is very annoying and extremely strange.

An example would be.

Normal shoutbox

User 4: Something
User 3: Well, something else.
User 2: Yup, that's something.
User 1 : Something's something.

and then when I or someone else posts it acts weird and posts below the other shouts. Let's use "I concur, something is something"

User 4: Something
User 3: Well, something else.
User 2: Yup, that's something.
User 5: I concur, something is something.
User 1 : Something's something.

And after the next users replies it goes to normal and after that the pattern repeats.

What is happening and is there a way to fix it? Happens in internet explorer, chrome and firefox.

Edit: Just FYI it's been doing this for a few weeks.
