The closest thing I can come up with is Sound Recorder. I would think that any program which would allow you to make your own music, or record it, you would have to pay for it. I've looked all around for these kind of things. Save up your money.

There's a program that makes music.

    Band
    Orchestra
    Choir

Choir is free, while everything else kind of costs something.

The cheapest I can think of is GarageBand ($70 maybe?) but you need a Mac.

That's the only good one I know of.

I wonder if anyone will ever port it to Windows. :D

The only one who can port it to Windows are the people with the source code, Apple, and thats never, ever going to happen.

GarageBand makes owning a Mac (well, 2 actually) even more fun :D

If you're serious, and you have a history of making music on the pc in the dos-era, you could try out tracker based products like Buzz.

If you're serious but you haven't had any previous experience, you could begin with Reason (it has a learning curve though, like all professional programs), and step over to Cubase and or (Pro) Logic (preferable; but unfortunately mac-only since version 7) after a while.

If all you want to do is make a few simple loops, you might be better off with Magix Music Maker or something similar, and stepping over to Fruity Loops after a while.
