I'm guessing it just sounded cool and fit in well with "angry voices". It actually sounds really awesome and its one of those orignal lyrics that Meteora lacks.

I think it mean under the sky of dust (aka all around him)
he is aware of wats going on around him so he can hear people shouting at each other and see things like paperbags flouting in the breaze

Paper bags are often used to treat hyperventilation by breathing in and out of the bag, calms the person down. But you could be right about the desolation in the streets and paper bags blowing around.

Now that I think about it, I think I can actually have a picture in my mind of how the scene looked in the lyrics.
Graffiti Decoritions underneath a sky so gray
It reminds me of a person standing in the streets, loud parades, with grafitti thrown all over the place. Everyone's have a great time, except 'this person'. For all the people everythings so fun and cheery..but for him/her well..'the sky's gray'. Ya know?
And it makes me think, that what he's talking about is that he feels un noticed. Kinda reminds me of the slow motion and stuff..kinda like how they were pushing through the crowds of people in 'From the Inside' and how Mike and Chester were in slow-mo and everyone was moving past them quickly. And the paper bags blowing around, like one of you said, I forget who.

have you seen american beuty, and the guy who records the plastic bag floating in the wind, thats what it reminds me of, a powerful scene from a simple object that we take for granted and how it can be viewed as timeless event

I think it means that angry thoughts are locked in someone's head. It's saying that the angry voices are stuck in paper bags and can't get out.
I love those lyrics.

So like, it's like saying " I wanna run away" is another way of saying you want to escape the paperbags. Wanting to escape from the life you've lived. You know, the life filled with lies and such.

Once again, "Graffafiti decorations" and "Paper bags" are just the kind of lyrics that Meteora lacks. They're lyrics that makes you think and are totally original, instead "hey! i know how to rhyme heal and feel!" (w00t)

Mark, I think has provided the most close-to-logical explanination of this lyric. I'm just going to branch off a bit though...
Basically, throughout the song, alot of problems are stated, and then short-sweet answers to these questions. "Paper bags and angry voices."
Like Mark said, when people hypervenelate, often times it is proper to stabelize breathing through an instrument, such as a paper bag. But this meaning can go one of two ways:
1) Like Mark said, after a heated argument, one may be short of breath through the "angry voices", and need a paper bag.
2) Mike may be referring to simply telling the angry voices, and the people who are projecting them, to just "shut it" by using a paper bag (you obviously can't speak, or be understood with a paper bag on your mouth).
As for the idea of paper bags floating in streets...that's not a vivid picture, if you get my drift. I mean, if he (Mike) wanted to get that picture across, then it would have been some other object that can be atleast somewhat visible in one's mind.
When's the last time you saw a paper bag floating down a street? Usually, it's either a plastic bag, or an object completely different.

I always thought along those lines, you know, sniffing substances in paper bags and stuff. I always thought the whole song was about being in with a bad crowd and wanting to get away from it. It fits in with graffiti decorations and angry voices. A sky of dust was always to me symbolising the inner city, with dusty, smog-filled air, where those "bad crowds" always hang around. Yeah, that's my thoughts.
