It goes back to something on 4chan a while ago. Basically someone Photoshopped Cell's face from Dragonball Z to look like this silly blackface-ish character (an animation of the original version of it is at the very end of the first Lazer Collection video) and would macro various pictures of it (similar to lolcats) with phrases like "SHOOP DE WOOP" and "I'MMA CHARGIN MAH LAZER," etc. I assume Dom Fera, the guy who made the 2 Lazer Collection videos, is/was a 4chan member.
