Henry Ford- entrepreneur who revolutionized industry around 1914 by automating the assembly process. Construction was more efficient, making it cheaper, thus making everything from cars to luxury household appliances more affordable for middle class workers. The cars he sold were Model Ts.

19th Amendment- gave women the right to vote (prohibited voting rights being based on gender). One of many new freedoms in the 1920s that ended up causing an extreme conservative backlash. It was believed that this new freedom led to the loose, androgynous women known as flappers.

Welfare Capitalism- WWI created sympathy in the federal government for Unions. In order to satisfy workers without the threat of Unions, industrialists began offering certain concessions voluntarily like stock options, worker’s insurance, and loan guarantees. The worth of some of the programs (like stock options) was often dubious but it placated pro-unionists for a time.

Black Tuesday- Stock Market crash on October 29, 1929. This event signaled the beginning of the Great Depression in earnest. Millions of Americans had their “fortunes” wiped out in an instant. Of course the money was mostly credit, allowing the circumstances of a fragile economy and a severe drought to balloon into the depression.

Dust Bowl- area encircling parts of TX, KS, and OK that ended up being hardest hit by the drought during the Depression. Lack of crop rotation caused loose topsoil, eventually resulting in horrible dust storms once the drought came. Okies from the Dust Bowl became migrant families instead of farmers, traveling as far as California to find work.

Hoovervilles- Shantytowns of homeless and displaced Americans that sprang up in urban areas due to bank foreclosures and unemployment. The disenfranchised that lost their homes to the banks and their ability to feed their families blamed the lack of relief on President Hoover, thus calling their squalid neighborhoods hoovervilles in his honor.

Margin Buying- Popular practice in the 1920s of buying stock in companies on credit. It gave a false sense of wealth and made for an extremely fragile economy since by 1928, almost $9 billion was tied up in loans for margin buying. When the bank called that money due, it was nonexistent.

Herbert Hoover- Elected President in 1928, just in time for the Great Depression. Hoover was a real rags to riches story which in part made him unsympathetic to the starving and destitute during the Depression. Believed in the “boot strap” philosophy and viewed federal intervention as invasive. This ideology did not serve him well as President during the worst economic crisis in U.S. history.

The Bonus Army- 20,000 WWI veterans marched on Washington to demand an early receipt of their sign-on bonuses that were not due until 1945. Congress agrees, but the bill dies in the Senate. Some of the veterans stay in the area, taking up residence in a Hooverville in the Anacostia Flats. General McArthur with his army storms Flats to disband them and ends up killing 4 veterans. Continuing downward spiral for public opinion toward President Hoover, even though he did not order the assault.

Glass-Stegall Act- law designed for banking reform, to liberalize the Federal Reserve. The idea was to prevent more banks from failing by allowing the Reserve to loan money to banks with poor credit. It also provided gold to pay back foreign loans. Was another method to “prop up the banks” but proved as ineffective as all of the other attempts.

Farm Holiday Association- Farmer’s version of a labor union. Farmers banded together to drive up prices for their products. They held strikes and burned excess crops to increase demand of agricultural products. Of course not all farmers cooperated, so the association would intercept produce and milk trucks and dump their supplies or sabotage the railroad tracks carrying goods to the city. While these acts were illegal, they were strong symbols of the discontent of the suffering farm families during the Depression.

Emergency Banking Act 1932- Due to a loss of confidence in the American banking system, the industry is on the verge of collapse. FDR declares all banks closed for 4 days while he calls a special session of the legislature. The Act declares that after the banking “holiday”, only government certified healthy banks would re-open. This act restores the public’s confidence in the banks, since they are certified, and averts a serious crisis in American banking.

Hawley-Smooth Tariff- Just months after the stock market crash of 1929, Hoover fulfilled a campaign promise to sign the tariff, against the advice of economists. The tariff was originally designed to benefit the American farmer, but had devastating effects. 25 countries retaliated and placed tariffs on American products, causing a 75% decrease in agricultural trade. The tariff intensified the Depression for farmers.

FDR- Elected in a landslide in 1932 on the premise of a “New Deal” for the US in dealing with the Great Depression. FDR is the only President to have served more than 2 terms (he served 4). He tragically died before the end of WWII and did not get to see the surrender of the Axis powers.

Fireside Chats- Extremely effective tool used by FDR to “connect” with the American people. During regular radio addresses, FDR would outline basic issues facing the nation and the strategies he planned to use to deal with them. It was an informal, almost intimate, discussion that made people feel more involved.

The 100 Days- The first 100 days of FDR’s first term in office. During this time, an unprecedented number of new legislation was passed, mostly expanding bureaucratic agencies in answer to the Depression. Most historians notice a marked difference between this time and the rest of FDR’s tenure.

FERA- federal grants given to the states to flood into their businesses. Half of the money went to the states, the other half went to matching funds for money donated by local and state govts. While it was better than Hoover’s federal loans it was still not giving money to individuals.

TVA- Privately held corporation chartered by the U.S. to build dams on the Tennessee River. It had a dual purpose: to provide jobs and to bring electricity and economic development to the South.

CCC- Program designed to address the problem of unemployment during the Depression. Another example of “trickle-down” attempts to alleviate issues. Mostly targeted toward young, white males, the CCC built parks, cleared roads in the parks, etc. Significantly, they were paid $30/month but were required to send $25/month home to stimulate the economy.

PWA- Institution designed to regulate American industry and capitalism to prevent the kind of runaway capitalism that caused the Depression in the first place. Due to lack of oversight, the panels that would write the codes for each industry were not properly representing consumers and workers, so it ended up being an exercise in corruption.

Share Our Wealth Society- Created by Hughey Long, the charismatic Governor of Louisiana. With a strong lean toward communism, the Society sought to beat the Depression by distributing excess American wealth. Long decides to run for President as a 3rd party candidate and most likely would have taken away enough votes from FDR to change history, but he is assassinated before the election. The Society fits into the Liberals category who were critics of FDR.

American Liberty League- Conservatives who denounced the New Deal as threatening private property rights and claimed that FDR was attempting to institute a welfare state in the U.S.

Father Coughlin- Priest who was originally a supporter of FDR, so much so that he was greatly offended when he was refused admittance into the President’s “inner circle” as a spiritual/political advisor. Coughlin becomes an outspoken Conservative critic of FDR, claiming Communist plots behind the New Deal programs. Due to the immense popularity of Coughlin’s radio sermons, the criticism reaches a large audience.

Francis Townsend- Liberal critic of FDR. Proposed a Pension Plan to ease the Depression. With a small tax, he proposed to pay every retired person in the U.S. $200 per month. The stipulation being that none of the money could be hoarded, it must all be spent within 30 days to boost the economy. It was a solution to get older people more self-sufficient so that the young who could find work would not be responsible for them.

Social Security Act 1935- Created a National Pension system and signified the first time the government took direct responsibility for a portion of the population. Also provided unemployment compensation. It was the first instance up to this time of the government giving money directly to the people.

National Labor Relations Act 1935- Guaranteed the right of workers to form Unions and provided for a system to hold secret ballot elections in the workplace. Declared that employers must regard Union reps as legal reps of the workers. Greatly empowered the working class and Unions.

Federal Writers/Art Project- Money was set aside from the Emergency Appropriations Act to directly fund artists in an attempt to save entertainment and culture during the Depression. The Project allowed oral histories like slave narratives, theatre, jazz and a host of other art mediums to survive the Depression.

Washington Conference 1921-22- In the spirit of peace, several nations come together to discuss the massive arms build-up that has been occurring since the end of WWI. Several treaties were agreed to, mostly relating to trade with China. The 5-Power Treaty was also signed at this time, leading to later hostility with Japan.

5-Power Treaty- Limited the size of the navies for 5 nations: Great Britain, U.S., Japan, France, and Italy. The sizes were ratios to each other, giving the U.S. and Great Britain the largest navies. Also pledged a ban on shipbuilding for a 10-year period. While Japan initially agrees to the treaty, they are dissatisfied with their 3rd place position. In 1936, Japan withdraws from the accords.

Fascism- Vitriolic form of nationalism. Notably utilized by Mussolini in Italy and Hitler in Germany prior to WWII. Fascism is often associated with extreme religious ideologies and racism. The fascist doctrine in Europe was backed by European capitalists/industrialists who abhorred communism. Due to the strict control over social and cultural ideas, fascism is usually employed under a military regime. The expansionist impulse of fascists like Hitler resulted in WWII.

Lebensraum- literally translates from the German as “living space”. It was Nazi Germany’s version of Manifest Destiny. Hitler’s plan was to unite all German-speaking people. Hitler’s goal to have “one people, one reich, one furher” was initially accepted by England and France as expansionism brought on by the cultural and economic depression from the Treaty of Versailles.

Isolationism- backlash in the U.S. from WWI. Americans felt that anything outside their borders was none of their business. This attitude allowed for an extremely late entry into WWII by the U.S.

Lend-Lease Act 1941- back-alley support of WWII by FDR. Since the American public was against being involved in the war, the Lend-Lease Act allowed for support to the Allies (to the tune of $50 billion worth of trade) to fight the Axis powers. It allowed the U.S. to support the Allies, mainly Great Britain, without actually sending troops.

Arsenal of Democracy-

Rosie the Riveter- Propaganda tool used to get women to work outside the home while the men were at war. Rosie was important to show acceptance of the earning and production capacity of women during a time that they were rarely allowed to own property or work outside the home without penalty. Ironically, after the war, Americans tried to put the genie back in the bottle, but women increasingly had jobs outside of the home from this point forward.

Manzanar- Japanese internment camp that operated at the base of the Sierras in California until November 1945. American citizens of Japanese descent as well as resident aliens were imprisoned there during WWII. Over 110,000 people were imprisoned in similar camps around the U.S. until the Japanese surrender.

WAC- Women’s Army Corps, established in 1942 as a separate, female unit of the Army. These were the first women to serve the Army outside of nursing. Each of the armed forces had similar female units due to the shortage of men. The unit was disenfranchised in 1978 and allowed women to serve in the same units as men, though without combat duty.

Dresden- Civilian target in Germany that was firebombed by Allied forces. 135,000 civilian casualties were reported. As is the case time and again, the desired effect of decreasing morale by slaughtering non-combatants backfired.

Iwo Jima- Tiny, strategic island in the Pacific that was taken from Japan by the U.S. in 1945. The Americans suffered heavy losses due to ground-fighting with the Japanese. These losses, as well as those on Guam and Okinawa may have had a significant impact on Truman’s decision to use the atomic bomb instead of invading the Japanese mainland with troops.

D-Day- Amphibious assault on Normandy in Northern France. The second front that Stalin had been begging the Allies for since 1942. Allies were able to secure the beachhead and within a month, Paris was liberated.

Hiroshima- First city bombed by a nuclear weapon. Killed 200,000 through impact or radiation poisoning. The bombing of Hiroshima and Nagasaki were devastating, and to date are the only times that an atomic weapon has been used against an actual target. The bombings did effectively end the war with Japan.

1. Historians argue that FDR tackled the Great Depression in two phases - the First & Second New Deal. How did these two phases differ from one another? Which laws & programs characterize these differences? What factors led to these different approaches?

2. Many Americans criticized FDR's New Deal policies. Who were the critics? From what side of the political spectrum did they level their attacks? What themes did they emphasize? What affect did they have on FDR's decisions?
