Help with Audio

If anyone could help me get the static out of an audio track, that would be pretty cool. Actually, it's not even for me, but a friend.

You're going to need some heavy duty hardware to isolate sounds like that.

I dunno if cool edit 2 would remove that. It removes more hiss, pops, etc than static.
