State's House of Delegates passes bill that would see those showing 'below-waist undergarments intended to cover a person's intimate parts' pay a fine.

Fashion-conscious Virginians are being warned to hike up their low-rise jeans and keep their undergarments under wraps, or they'll be paying a $50 fine for indecent exposure.

The state is cracking down on indecency within state lines, with a



bill aimed at residents wearing low-riding pants that expose their underwear.

On Tuesday, the House of Delegates approved a bill that would fine anyone who "intentionally makes an obscene display" of his or her "below-waist undergarments intended to cover a person's intimate parts, in a lewd or indecent matter."

A Delegate from Chesapeake, Lionell Spruill Sr., has been one of the most outspoken opponents of the bill, saying, according to The Richmond Times-Dispatch, that "these young folks are expressing themselves at a particular time. Don't fine these young folks."

"You had your time," he said, referring to the bell-bottom and polyester-suit days of his fellow delegates. "Let them have their time."

The bill's sponsor, Delegate Algie T. Howell, who has also filed bills against drivers who lean too far back in their seats and whose car stereos are too loud, disagreed with Spruill at a meeting of the House on Monday.

"When a person gets to the point that he or she does not want to sit out on his porch and watch people walk by because of the way that they are dressed," he said, "then I think it is time for us to do something about that."

The bill, which was introduced in January and approved 60-34 on Tuesday, would amend the Code of Virginia by adding a section relating to what its author calls "indecent display of below-waist undergarments."

The bill now goes to the state Senate.


If this actually passes, I may just have to move.


edit: No, my underwear can't usually be seen, but the idea of fining someone for it is what's stupid.

phew good job i don't live in virginia...i don't show my boxers intentionally but most of my trousers are too big and im too broke to get a belt lol(seriously my dog ripped my old to pieces)

This is good and bad. Yes, it sucks that hot girls cant show their stuff anymore, but I've also seen many girls, who are, how should I put this.....horizontally challenged, wearing things they shouldnt :x :lol:

Since when can a piece of cloth be considered indecent? As long as what they've already said should be covered is covered, I'll simply keep thinking of it as trashy, but certainly not anything illigal or meriting a fine.

I would have to pay at least a $20 000 fine by now. Wherever I go my boxers hang out, and to add on a "moon" just about everything to nothing, we might as well make it $50 000.

Seeing I've almost been charged with "Indecent Exposure", I am never going to Virginia if this law comes to affect. I'd be screwed and the FBI would want a price on my head, not to mention half of my friends who are just as bad as me.

RICHMOND, Va. (Feb. 11) - Virginia lawmakers dropped their droopy-pants bill Thursday after the whole thing became just too embarrassing.

The bill, which would have slapped a $50 fine on people who wear their pants so low that their underwear is visible in "a lewd or indecent manner,'' passed the state House on Tuesday but was killed by a Senate committee two days later in a unanimous vote.

Republican Sen. Thomas K. Norment said news reports implied that lawmakers were preoccupied with droopy pants.

"I find that an indignation, which dampens my humor,'' Norment said.

Republican Sen. Kenneth Stolle, the committee chairman, called the bill "a distraction.''

The committee hearing drew a standing-room-only crowd that included about 75 government students from Surry County High School.

"If people in Florida can wear bikinis, a little underwear showing isn't going to hurt anybody,'' 17-year-old Elvyn Shaw said.

The bill's sponsor, Democratic Delegate Algie T. Howell, declined to answer reporters' questions Thursday but issued a statement saying the bill "was in direct response to a number of my constituents who found this to be a very important issue.''

He has said perturbed constituents included customers at his barber shop who were offended by exposed underwear.
